The Executive Chairman of Benue State Internal Revenue Service (BIRS), Mrs. Mimi Adzape-Orubibi has called on the Executive Governor of Benue State and House of Assembly members to conduct a thorough staff verification exercise to ascertain the genuine wage bill of the state, decrying that the current wage bill of Benue State is close to that of Kano and even Lagos states, which are obviously larger than Benue.
A statement signed by the Media Assistant to the Executive Chairman, BIRS Mr Terna Francis says, Mrs Orubibi made the called when she was presenting a paper on the topic: "REVENUE GENERATION SOURCES AND FINANCING PUBLIC SECTOR BUDGET" at a retreat organized for Legislators and key Functionaries of Benue State Government; Mrs. Orubibi said, the objective of her presentation is to "collectively sensitise ourselves on the need to explore and sustain strategies and tactics that will continuously engender our collective patriotism towards:Ensuring the survival of our state;De-emphasising Federal and Statutory allocations;Tapping all available opportunities in Benue State;Ensuring effective and efficient management of financial resources;Maximising revenue, while minimizing the cost of collection".
Having enumerated the challenges militating against efficient revenue generation in Benue state, the Executive Chairman recommended that policy making and implementation be vigorously pursued by the Executive based on the laws made by the Legislature, and justice and equity be delivered by the Judiciary. In order to be able to provide the desired infrastructural development and ensure proper functioning of Government machinery, it is obvious that the State Government must harness all the sources of revenue available to her maximally. The circular flow of Revenue from the surplus or producing unit to deficit (spending) unit should not be jettisoned. This principle measures the achievement ratio of any Government and its agencies.It is factual that Government is usually considered as a spending unit, however, the objects that accept these expenses should, in return, render social and economic activities that will encourage or have a comparative increase, production or service to support the growth/system.
Earlier, the Speaker, BSHA-Rt. Hon Terkimbi Ikyange welcomed the Executive Governor, Resource persons, participants and all present while the Executive Governor formally declared the event open.
